Ms. Soucie is a graduate of the IBM Plus School of Business, Boston, and pursues ongoing education to include Health Care Law, Human Resources, Business Administration and Interior Design.

Her passion for assisting people to be successful in the ‘right’ company and career has led to a 20+ years of successful experience in the placement industry and has a solid reputation in the Executive Search field through state-of-the-art expertise, focused quality control and professional integrity.

While residing in the Bay Area (1977-1995), her firm was one of five small businesses selected by Chevron for their Total Quality Management Training Program and certified by Chevron in 1995. Ms. Soucie founded Mid-Bay Personnel Professional for the East Bay. She also served on the State of California Legislative Action Committee for the Northern California Human Resources Association. Her significant and diverse expertise has ranged from placement and recruitment of astronauts to CEOs to CFOs to technical professionals.


Jim Weston
Director of Back ground Investigation Services

Mr. Weston is a graduate of the University of Nevada, Reno, earning a Bachelor’s degree in Business Administration and a Master’s degree in Public Administration. He is also a graduate of the Senior Management Institute for Police at Harvard University.

He worked 32 years with the City of Reno including 3 ½ years as Chief of Police before retiring in 2005. Over the years, Mr. Weston has earned a solid reputation for providing customer service and understanding of the unique staffing needs of Nevada’s government organizations.

Mr. Weston’s extensive background includes serving as the Chairman of the Nevada Sentencing Commission, research and writing for the Police Executive Research Forum in Washington, D.C., consulting on public safety issues nationwide, as well as serving on the boards of many local not-for-profit organizations.


Bob Donovan
Business Development Manager


Bob Donovan, LUTCF, is the Business Development Manager for MCSS, Ltd., an executive placement and temporary staffing firm based in Reno. Following his more than 20 year successful career with Allstate Insurance Company in Boise, Idaho, Mr. Donovan now utilizes his vast experience in sales and marketing to assist business owners, corporate executives and senior managers with their staffing requirements.

Armed with a good sense of humor and backed by the professional recruiters and staffing specialists at MCSS, he provides clients with a selection of staffing services that best suits their immediate needs. His coaching style and energetic team approach allows each client and candidate the ability to reach their top performance potential.

Mr. Donovan attended Bellvue College, Bellvue, Nebraska. He is a member of BNI, Sparks Chamber of Commerce, W.I.N. and has been the recipient of numerous achievement awards throughout his career. While in Idaho, Mr. Donovan was actively involved in the community holding leadership roles with the following organizations: Golden Gloves, 22 years; Boxing Commission, 18 years; and Little League, 6 years.


Lisa M. Brown

Staffing Manager



Lisa M. Brown, Staffing Manager for the Temporary Services Division, has more than 15 years of diverse experience in career services, financial aid and retail sales. Prior to joining MCSS, Ltd., she directed financial aid and career services at Morrison University in Reno.

A consummate professional, Ms. Brown maintains exceptionally high customer acquisition and retention rates in her corporate sales and marketing role. She focuses on placing client and candidate needs first as she works to build this MCSS division into one of Northern Nevada’s most successful and highly respected temporary placement services. Clients enjoy working with Ms. Brown because of her easy accessibility, thoroughness and skillful handling of confidential matters that arise during the course of the search process. Clients further benefit from Ms. Brown’s ability to attract local talent who respond positively to her sincere interest in understanding their professional and personal goals.
